The shift from merely recording data in an electronic clinical record, to using it to improve the quality of care will be a major change in healthcare and will define for the clinician the reason for switching from paper-based to digital records. This presentation will give the audience an overview of Meaningful Use, its purpose, how it can be implemented and how it will improve healthcare quality.

Patty Ruddick, RN, MSN
Director of Patient Safety, WVMI
Patty currently oversees WVMI’s role in the West Virginia Regional Health Information Technology Extension Center (WVRHITEC) project. She is directing staff responsible for helping 500 primary care providers implement electronic medical records and meet criteria for meaningful use. Patty is also WVMI’s Director of Patient Safety where she has led a series of projects and grants, including an award-winning effort to use health care technology to improve care in West Virginia’s rural hospitals. She has performed research and training in many areas of health care, including patient safety, rural health, health information technology, and privacy and security.
Edward R. Sobel, DO
Medical Director, Quality Insights of Delaware
Edward Sobel is a retired Senior Partner, Managing Director, and family physician at Family Practice Associates of Wilmington, Delaware. He is the Medical Director of the Health Care Quality Improvement Program for Quality Insights of Delaware, the state Quality Improvement Organization as well as for the Delaware Regional Extension Center. His areas of expertise include clinical quality improvement, evidence-based medicine, practice management and electronic medical records system implementation. He received the 2011 Daniel A. Alvarez, MD Service Award from the Medical Society of Delaware for helping to implement over 1000 physicians on electronic medical records. In December 2012, he was certified as a Clinician/Practitioner Consultant HIT Professional by the Office of the National Coordinator for Health Information.
This activity has been planned and implemented in accordance with the essentials and standards of the Accreditation Council for Continuing Medical Education through the joint sponsorship of CAMC Health Education and Research Institute and the Center for Rural Health Development, Inc.

Physicians- The CAMC Health Education and Research Institute designates this live activity for a maximum of 2 AMA PRA Category 1 Credit(s) ™. Physicians should only claim credit commensurate with the extent of their participation in the activity.
Osteopathic Physicians- This program is accepted as Category 2-A credit by the AOA. It is the responsibility of the participant to submit credit hours directly to the AOA.
Nurses- CAMC Health Education and Research Institute is an approved provider of continuing nursing education by West Virginia Nurses Association, an accredited approver by the American Nurses Credentialing Center’s Commission on Accreditation. This program has been approved for 2 contact hours - PO15-14-13632 WVBPN:01a.
Pharmacy- The CAMC Health Education and Research Institute is accredited by the Accreditation Council for Pharmacy Education as a provider of continuing pharmacy education. This application based activity provides 2 contact hours UAN 0554-9999-13-044-L04-P. To receive credit, participants must complete the sign-in sheet, attend each activity, complete the evaluation at the end of the activity. Statements of Credit will be posted to the online NABP/ACPE CPE Monitor within six (6) weeks after the activity.

The 21st Annual West Virginia Rural Health Conference commences on Monday, October 21, 2013, and it concludes on Wednesday, October 23, 2013. A bounty of subjects on improving health care and the standards of living in West Virginia will be presented to attendees, participating students and health care professionals. As usual, continuing medical education credits (CEU’s/CME’s) will be offered to those attending the various sessions that focus on health care implementation in rural areas.
This year, the conference will be held at the charming and scenic Stonewall Resort, located in Roanoke, West Virginia. Stonewall features some of the most pleasant vistas in the Appalachian Mountains. This four-diamond resort has a lakeside lodge and cottages, conference center, restaurants, complete fitness center, swimming pool and spa. The signature 18-hole Arnold Palmer Golf Course is also located on the premises.
